COMMUNAL AND CASTE ATTACKS

TACKLING MOB VIOLENCE

Communal Violences and Caste Attacks are rocking this Country continuously over the decades, right through our known history. Hence, there is no point in blaming the outssifders – the Britishers or any others outside our borders. The attacks are cowardish, targeted against the weak helpless unsuspecting and unharmed people. and these attacks are invariably organised as Mob Attacks to escape the hands of the co-opting police, ineffective law and order machineries, supportive Govts, and the useless heartless Courts. Hence, we as Responsible Citizens must wake up, react and demand –

1. Protection of Rights – the Rights of the Minorities such as the Muslims Christians Sikhs and Buddhists, and the Weaker Sections like Scheduled Caste Dalits and Scheduled Tribe Dalits must be Protected,

2. Enforcement of Law – Law must be Strictly Enforced. All those Violating Law, taking Law in their hands, gathering in the Public to create Problems, threatening and intimidating poor people must be restrained and charged. Those attacking the helpless, harming the unarmed, brandishing dangerous weapons like steel chains, big blunt sticks, sickles, sledge hammers, sharp edged spears, knifes, kukris, daggers, swords, split blades, trishuls must be arrested jailed and severely prosecuted to rigorous imprisonment and hard labour,

3. Immediate Remedy – the local Panchayats, all the Block Administrations, Revenue Authorities like Teshildars, District Administrators must immediately take every Remedial Measures like providing on the spot Relief,

4. Organise Relief Measures – organising better Relief Camps in Schools Colleges, Police Posts, Para-Military Camps, Army Centres; or in protected Play Grounds, open Meeting Grounds with facilities like in Police Camps and Sports Centres,

5. Future Safe Guards – Local and District Authorities, the Union Territory or concerned State Administration and the Central Government must think of better Protection for the Weaker Sections of People and Minorities,

6. Improvements – There has to be better and constant Evolutions in Public Safety, Law Enforcement Relief Rehabilitation and Prevention of Communal Caste and Religious Attacks Conflicts Violences etc. It is, hence absolutely essential to Invite Suggestions from the Public, Academicians, Activists, Bureaucracy, Media, Police, Para-Military, Military and the Public, which should be placed prominently for Public View through appropriate Records, inter-net Blogs etc, along with the Actions taken on all the Suggestions Received,

7. Prosecution – the Perpetrators of all Communal, Caste Attacks and Carnages, indulging in Mob Violences with the idea and feeling that they can get away after committing the crimes, must all be prosecuted and punished without exceptions. Where necessary, innovative steps and measures must be taken that all political parties, religious groups, fundamentalist fascist elements, thugs, street fighters, mafia etc realise that they can not get away with crimes against the poor and helpless. Everyone must be made to realise that the basic fundamental Philosophy of Crime and Punishment will be upheld and ensured at every cost, and that no crime will ever go unpunished, however influential organised powerful rich and wealthy the perpetrators and those behind them may be.

We need to evolve Specific Punishments and Penalties for different crimes, based on the following general Norms –

2.	Injured	All Policemen, ASIs, SIs, Inspectors, SHOs, ACPs or DSPs must be Punished
3.	Loss of Limbs	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished
4.	Man Woman Girl Boy or Child Killed Murdered	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished. In addition, the People of the Village and Area also must be appropriately punished.
B.	Mob Attacks on Villages	Colonies Areas and People
5.	Damages to Property	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished. In addition, the People of the Village and Area also must be punished and penalised.
6.	Crops Destroyed	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished. In addition, the People of the Village and Area also must be punished and penalised. Further, Compensation to the Victims must include not only Govt Grants, but also Fines and Levies on the whole Village and People from the Area.
7.	Houses Burnt	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished. In addition, the People of the Village and Area also must be punished and penalised. Further, Compensation to the Victims must include not only Govt Grants, but also Fines and Levies on the whole Village and People from the Area. The Block/Teshil Officers must all be automatically arrested terminated and prosecuted.
8.	Villages Destroyed	- do -
9.	Girl or Woman Molested	All Policemen, ASIs, Sis, Inspectors, SHOs, ACPs and DCPs or DSPs and SSPs must be Punished. In addition, the People of the Village and Area also must be punished and penalised. Further, Compensation to the Victims must include not only Govt Grants, but also Fines and Levies on the whole Village and People from the Area. The Block/Teshil and Zilla Parishad/District Officers like District Collectors/ Deputy Commissioners/ District Magistrates must all be automatically arrested terminated and prosecuted.
